I've encoded a movie directly to MPG2 then converted to SVCD NTSC with Tempgenc 1.2a. The clip I am trying to burn is 21 min long. Nero even says it's 21 min long. But at the bottom where it tells you how much space you are using it says I've already used 42min of space! Is that right or am I possible doing something wrong?

No there is nothing wrong - apart from the fact that the normal VCD timeline is used in Nero, instead of a SVCD timeline.
