Apply a video clip to a still image

Hey I want to ask you
how do you make an effect:

where you can apply a video clip to a still image
for example i have made a photo frame and the picture is there, instead of picture i want to
put my videoclip so that it is shown in the frame but the image is still picture

maybe you seen in particular in some music videos

It's done by motion tracking and corner pin

You would use something like after effects or mocha to do this, there are 100's of tutorials showing you step by step how to do this . Search for those keywords "motion tracking, corner pin, object replacement or screen replacement"
