On the Export Dialog there is an Options button in the bottom left corner
In there you can set various options including bitrate (ACTUAL AND MODE) as well at full stereo or joint stereo

There is no options button in the export dialog. The first button on the bottom left is edit..

Show me pictures of what are you saying if you can.

While you might be able to encode at custom, non-standard bitrates, it is STRONGLY NOT RECOMMENDED, as many CE/firmware devices are built to only work with the standard bitrate tiers (based on factor of 16: 16, 32, 48, 64, 80, 96, 112, 128, 144, 160, 176, 192, then 224, 256, 320, 352, 384). If you go custom, maybe it'll work for you, maybe not.
