I have some captures I want to make into Letter-box stlye...how do I do it? I have TMPG...which setting do I use....I went into video extras and did the add bands but it actually brought down black over my foootage not resize and add black bands....also can someone explain the sizes....in video....ex. 4:3 or 16:9 or telecine. ect..what does that meen in layman terms...is it fullscreen, streetch , or leterbox/widescreen style. Any help. Thanks in advance.

You can't make something out of nothing unfortunately. Since the captures are not in 'widescreen' format, there is no additional info that you can use to 'fill in' the outer edges. The only options are to add bars like you did, which will cause you to lose some of the image, or you can try resizing the image using the overscan area and 'cut it close' to where you would see the edges on a TV. (about 60 pixels?) Then you could put in small bars.
In reality you can't do what you want to do though, since the video data just isn't there. No matter how you do it, you WILL lose some of the image.
