Easy subtitle creation program

Hello all,

I would like to create some subtitles for some dvds and i'm looking for the best program to do it.

I tried subtitle workshop but when i want to add a new subtitle it creates it at 1s or 2s and not where the movie is paused, so the first requirement would be to be able to watch the dvd, pause it when i need to type text, type the text, resume play, and then indicated the end of display of the subtitle.
