I need to submit a documentary for the International Emmy Awards. However, they have very specific rules regarding video submissions.
They are as follows:
Technical specifications:
Video
h.264 / AVC 900Kbps CBR
640x480 (4x3) / 640x360 (16x9) square pixel
Audio
AAC audio 96Kbps CBR
Container
mp4 container .mp4
1Mbps bitrate total
moov atom at beginning of file to allow progressive download (“Web Optimized”)
I have a very simple and humble MacBook from the TV Station. It has Final Cut Pro, Compress and Quick Time Pro. I tried converting the video to h264 under these applications, but they didn't comply with the technical specifications, thus they were rejected.
The deadline is today, we are a local TV station and I'm just a lowly intern. At this point, I'm crazy desperate, I don't know what to do.
Which video converter or video anything application would be best to manipulate all these settings. Most of the applications I've found, and FCP, provide very specific options and don't give room for altering these advance settings.
Any help you may provide will be appreciated.

Okay, I have the actual DVD and I'm trying to convert it. But since its 2 hours and 30 minutes, I want to be 100% I got the correct settings.
I have some doubts.
First, where do I check "Web Optimized". I don't seem to find it. And does this automatically put the moov atom at the beginning of the file or do I do that somewhere else?
How can I make sure it is constant bitrate, it doesn't seem to specify it anywhere.
And I'm very concerned about the total bitrate. In QuickTime I could set up all the settings, but the total bitrate for streaming would be automatically set at 1.5Mbps, when the rules are 1Mbps. I think this was the reason for the rejection. How can I be sure that the bitrate will stay at 1Mbps?
