Free tool to mask/distort part of a moving object

Hi all,

Just wonder if there are any free tools which can do the trick as mentioned in the title.

An example is a person doing pool diving from 10 meter platform. If I want to mask/distort his head/face during the entire act as he is jumping from to platform into the water.

Any suggestions would be greatly appreciated.

Thanks, I downloaded Wax and Winmorph; tried and played around a bit; but did not really see any results.

Also, from what I see, I would have to do it almost frame by frame (if applied to my example).

Would there be any that has the "intelligence" of tracking the face/head (again as mentioned in my example) and follows thru based on the start and end time I specify.
