Hello everyone,
I am looking for a network camera which could have the following functions,
1. I can plug-in the camera into network cable, then it could work to capture video independently, no need to plug-in into a computer to make it work;
2. I can remotely control the camera, e.g. control its start/stop/direction;
3. I can preform some basic setup work, e.g. setup where to store the recorded video, another example is I can setup some video parameters, like bit rate.
Any recommendations?

Never seen one that will do these functions without a computer. Storage space, the software to control the camera, these things happen on the PC.
Sounds like you want a Security camera with PTZ - Pan, Tilt, & Zoom - Using Ethernet connections. POE - Power over Ethernet - is an option to reduce cable clutter.
Check any of the security cam websites. Lots of software options, Window Vision is one I have used in several places and seems to work well.
