VCD/SVCD Onto DVD-R?

i was told the way to do this task, vcd/svcd onto dvd-r, is to merge the mpegs to make one. then resample with tmpengc. then use dvdit to write back to dvd-r. i'm getting dvdit now and i have tmpengc, but can some walk me through how to resample with tmpengc?
