Is a VCD the same as a CD-R/RW? Or is it an actual different type of CD that you can buy at a store?

A CD-R/RW is a blank disc that can be written to. A VCD is one of several types of data and formatting that can be written on a CD-R/RW. CD-R/RWs, once written to, can also be SVCDs, audio CDs, data CDs, and a few other types.
A CD-R/RW is the physical storage medium, like a VHS tape, and a VCD is a type of data that can be recorded on that medium, like a Science Fiction Movie on the VHS tape.
