I have succeeded in loading some mpg's and making them VCD ready with TMPGEnc (bitrate was a bit high after editing them with Ulead Video Studio 5). But a few that were edited with Ulead Vid Studio won't load into TMPGEnc without it locking up. The video bitrate for these few mpg's is 2097 (too high for VCD) and the framerate is 29.97 (good for VCD). I need a way to get the bitrate down on these mpg's and can't find a way except with TMPGEnc. Any help appreciated.
