Is there a program that can change a persons voice to another of thier choosing? For example I could give the computer a sample of Homer Simpson's voice, and then I could record my voice and the computer can make it sound like homer Simpson's?

Sure, there are several 'voice changing' software programs available. Most are payware. Some here:

You can also use a freeware audio editor like Audacity to change the pitch or speed of a voice recording. I'm not sure there are any programs that can sample a voice and emulate it. But search around, someone may have one available. Most are preprogrammed for specific voice types. Windows can play back most WAV files in place of the default sound files for different Windows operations. Some versions of Windows also have a speech generator included.
