my parents got their wedding video captured from a pal videotape onto a ntsc dvd i was wondering what way can i capture it onto my pc so i can edit it on Vegas

You should be able to copy with DVD Decrypter into a single VOB file and import it directly into Vegas. The video likely has AC3 audio so if you don't have the AC3 plugin for Vegas you'll need it to be able to read the audio.

If all you want to do is minor cuts, etc, Vegas may not be the right tool for you. Womble would be more appropriate.
