    Okay. So I have Sony Vegas pro 8

    I decided to download Boris FX

    but I don't know where in the directory to put the files.. or how to properly install them

    Also, where can I get other FX/Effects for Sony Vegas?
    There are free ones that dont constitute as warez, right?

    Assuming you downloaded Boris legally, I suggest you head to Boris support for installation instructions.

    As for freebie FX for Vegas - there are a few, but not a huge number. There are a couple of adjustment filters floating around. A quick google turned up :

    http://www.debugmode.com/wax/download.php - which will also allow you to use some virtualdub filters as well
