Does the upscaling feature on a Philips 5960/5982 improve the playback quality of a ~640x384 divx file?

The player will upscale the output, but it likely won't improve on the "quality" of the video. To improve the quality, you really need to perform a better conversion. Of course, if you aren't the creator of the files, there isn't much you can do.
