    Is there a tool available to capture single frames froma video file, and save them in a picture format ?

    VirtualDub...or any good non-linear editor will do it.

    VLC player will let you do that,

    play your file, pause it and choose snapshot from the menu

    VLC respects current deinterlace mode during frame grab. Results are as good as any I've seen.
