I just bought the Philips DVD burner. I would like to know if I can use the DVD-Rs offered at this site? http://www.cd-recordable.com/

No, you can only burn dvd+rw or dvd+r with the philips burner.
(note the +). DVD+R will soon be avaiable on the marker and hopefully kinda cheap also.
