NTSC-FILM framerate (23.976) is not actually part of the SVCD spec as far as I know. However, you can make such a clip and have it work on most SVCD compatible DVD players. After you've finished encoding, you will probably have to run the MPEG through a proggy called "pulldown.exe" to add 3:2 pulldown flags into the MPEG stream.
This proggy as well as excellent guides can be found at http://www.doom9.net
