Is it possible to have a menu for vcd at 720x640 but have movie at standard 352x240?

Hi-rez stills are at: 704x480/576 (NTSC/PAL)
Video clips are at: 352x240/288
Both can be used as backgrounds to a menu.

not only for this reply but for the last (on VCDImager), I have enough reading to last a month (and enough tinkering to go through 50 cdrs[glad I bought durabrand this time, 100pc for $30
