What's the best way to break up a larger then 700meg image to 2 disks.

No Way. You will need to re-author and create two separate images. By the way a 700 MB VCD image should fit on 80 min disks.

Well, I'm asking for someone else. They have a 746Mb Mpeg2
file or some size like that, and can't get it onto one disk.
I have not tryied this yet but always thought that the burn program would span a cd for you.

A 746MB image will fit on 1 80 min CD in mode2/form2 format, which is what VCD/SVCDs are written in.
