I have a AVerTV Hybrid DVB_T card and I have some recorded material ( UK) that I would like to convert to DVD format. However when I try to load it into DVD Authoring sw it reports that mpeg file is 10Mhz bit rate.
I assume that this is because the dvb-t transmissions are using this bit rate and the card is simply transferring the captured stream to HDD.
As far as I am aware one has no control over the recorded mpeg files bit rate.
I would like to reencode it to a dvd suitable bit rate (<9Mhz) and the first tool I looked at was Rebuilder - but it is only suitable for reencoding dvd.
So the question is does anyone know of a method or tool that would enable me to create a dvd suitable mpeg file?

Usually no need to reencode. The DVD authoring app sees the multiplex bitrate, not the true video bitrate (that you can calculate yourself using filesize and time).
Just ignore the warning and give it a try. I'm pretty sure you'll end up with the same as I - a fully working Video DVD.

Thanks, I did as you suggested and ignored the warning and got the video file authored onto a dvd. It was just misleading warning messages.
