I am trying to convert a DVDRip-DivX with a frame rate of 23,976 fps to a MPEG1 with a frame rate of 29,97 fps.
I am using TMPGEnc (VCD NTSC Template) with its 3:2 pulldown filter, but I am getting teared-out edges, especially in high action scenes. What am I doing wrong?

First off you are doing nothing wrong. That is called interlacing. what you need to do is add a deinterlace filter on the advanced settings tab. the best is blend. It should fix your problem.

BTW: Is it possible (without much trouble) to convert the 23,976 fps movie to 25 fps-PAL in good quality (running smoothly, not choppy)? As I often read in this forum that converting 29,97fps-NTSC to PAL is a pain in the ass, I don't have much hope.
