Can you use TMPGEnc for this? What tools are necessary and what is the procedure?

Encode your second soundtrack to MP2.
Multiplex your video and two audio streams together with either bbMPEG (recommended) or the I-Author muxer.

Thanks, I will try muxing them together with TMP's tools first since I haven't used bbMpeg before. If that doesn't work then I guess I'll just have to go and get it.
Where can I get a hold of this I-Author program? Those guides say it is only distributed in China. I checked this site's link to the Chinese page and well what do you know, I don't happen to know Chinese. Any idea how to get it in the USA? -
You could try TMPGEnc of course, but no guide has ever recommended using it... It was suggest to me that TMPGEnc can't multiplex to audio tracks in a way that is required for SVCD.]
On the other hand, bbMPEG can definitely do it (I've done it before).
The only way you can get I-Author is really through warez so let's end the discussion on it.
For muxing in a second soundtrack, bbMPEG works fine and is free.
