I burned a VCD with Nero (5.0.0.3). All went fine. Put it (CDRW) in my Panasonic A120 and it played. All the tracks were there. But there was no list of titles or anyway to go thru them short of hitting skip forward or back. Is there a way to create a menu?

Yes you can definitely make a menu!
Nero5.5 supports menus but their implementation is poor and buggy.
For real VCD authoring capabilities, you will need to use a proggy like VCDImager +/- GUI (e.g., TSCV or VCD Easy), Videopack5 or VCD Toolkit.
Although VCDImager is not the easiest proggy to use, it is by far the most powerful and flexible existing VCD authoring system. A GUI can greatly simplify the task and if you search for TSCV on the forums or the net, you will find it for download and guides.
For a better understanding on how the underlying system all works: http://www.geocities.com/medinotes/vcd
VCDImager: http://www.vcdimager.org
