Hello, i have a 1920i transport stream and i want to convert it to xvid at 920x540 progressive with virtualdubmod. What is the best way to do this? Deinterlace THEN resize or only resize? Does the resize filter automatically do some deinterlacing? And what are the best settings for those two filters and HDTV files? Blend, discard or dublicate? Bicubic/Bilinear/Lanczos3?

Why don't you just try it and find out?
You have to deinterlace before resizing. I recommend you use a Smart Deinterlace filter with edge directed interpolation. http://neuron2.net/smart/smart.html
Bilinear resizing gives fuzzy results with moire artifacts.
Bicubic gives sharp results with moire artifacts and ringing.
Lanczos3 gives sharp resizing with minimal moire artifacts.
Do you realize that most Divx/DVD players can't play 920x540 Divx files?
