Why can't I reencode a file 352x288 to 720x576 mpeg file. This has intrigued me for zonks, usually I avoid this size file because of the problem. Have tried Tmpg plus, WinAvi, WinDVD creator 2 and Cucusoft but to no avail, does anyone have a idea what I am doing wrong I would love to know

You'll have to be a bit more specific than that.

What error messages do you get ?

Hint: screencap them and upload them ( https://forum.videohelp.com/viewtopic.php?t=271697 might help) or type them out word for word.
    If in doubt, Google it.

If you are converting the 352 X 288 file for burning to DVD, then you don't need to convert it - Tmpg DVD Author will accept it, it'll just change the audio from 44.1 khz to 48 khz. 352 X 288 is a valid PAL DVD frame size.
    Other than that, I've never had any problem using TMPGEnc Plus to re-encode from 352 X 288 to 704 X 576 or 720 X 576.
