  1. how can i create chapters in an raw mpeg2 file. The reason i ask is because my video player plays mpeg files, and if i have a movie that is 2 hours, i have 2 hold the forward scan button for a long time. It would b good if i can add chapter marks so i can use the skip button.

VCDEasy has tools to do this built-in, even the free version.

only if you'll create a proper CVD or SVCD image (using i.e. free VCDEasy as kschang mentioned). If you don't want to burn such image to CD, you can then use any of the popular image-mounting-tools/apps to mount the image from your hard disk (or burn the image as files on DVD-R and mount it from there).
Other than that there is no alternative to FF/REW with plain MPEG or AVI files...

EDIT: some standalones are able to create its own "menu" of the files contained on a disc. It works like chaptering the file with automatic screenshot creation, similar to displaying the content of picture discs, and navigation is as easy. Check out the options of your dvd player, perhaps you have it.

Could also demux and run your mpg2 thru muxman using a text file you write listing chapter times as frame numbers. This will give you a DVD layout to burn to cd or dvd.

...but to answer your question: No, raw mpg can't have chapters.
