I have a vendor that wants to provide me a hardware mpeg2 encoder that can create an mpeg2 video stream of 1280x1024 @ 30Hz. Can normal commercial off the shelf software mpeg2 players support this format?

Most likely. Try it yourself! Just encode a short snippet. But don't expect hardware mpeg2 players (=standalone DVD player) to do it! It will be for computer playback only.
