What software (on MS Windows 2000) is available to create "true" MPEG2 still images from either TIFF or JPEG images?
I have searched extensively, and the typical packages that yield true MPEG stills are only for MPEG1 (VCD 2.0), such as WinonCD, Philips Toolkit, Ulead Picture Show, etc., and do not produce MPEG2 stills.
I have found an excellant set of tools on Linux, called mjpegtools, that can do this, but am looking for equivalent functionality on Windows.
By the way, I also tried creating an MPEG2 still image using TMPGEnc by creating a single I-frame video stream, and then patching/multiplexing it according to some posts here. However, I compared this method with the same image using the Linux mjpegtools to create an MPEG2 still, and the quality is like night and day (in favor of mjpegtools). Something is definately lost with the TMPGEnc process.
So, does anything exist in the Windows world that would allow me to create a true MPEG2 still?
