Do most DVD authoring programs consider 704x480 or 720x480 to be the legal full D1 resolution? Or will they accept both?

704x480 is considered D1, 720x480 is considered CCIR-601. Both are cheerfully accepted by Spruce at any rate, so I'm confident that either is legal with respect to the standard.
