Ok, so i was following this guide to make a dual audio svcd with subtitles, and after I mux the audio together, my file is 90 mb bigger than before,(its only a 24 min episode) so i really need to compromise a lot of video quality. Now my question is what percent of the final file should be audio data? Is there a way to have it take up less space?

Err, i just realized that this is a kinda stupid question. Let me rephrase it, for the length of the file (24.3 min) would 90 mb of audio data be normal? Is there anyway to decrease the size of the audio?

I calculated that at a bitrate of 224kbps (standard for SVCD) both your audio tracks will take up 80,640KB of space. If you reduce the audio bitrate then you can save a bit of space, but you'll need to balance the loss of audio quality with the loss of video quality.
If you need to re-encode the audio, give ffmpeggui a shot. You'll need to be saving as an MP2.
