640x480 CCE conversion to DVD 720x480 problem

I am trying to encode my Fuji Finepix 5100 movie/avi (mjpeg) files that are 640x480 @ 30fps to DVD template in CCE and even with the dvd template loaded (29.97fps/720x480,384bitrate 48K audio) the output ends up scewed to the left cutting off a large portion of the screen. In short, it's not making the transition properly from 640x480 to 720x480 AND dvd authoring software gives additional error that 30fps not valid dvd frame rate. Why is CCE not converting and re-encoding these avis correctly? I've used CCE extensively and never run into this until I bought this new digital camera and tried to convert the avi's. I have CCE 2.67 SP and use EclCCE to load.

CCE can not resize a video. You need to frameserve through avisynth and use something like lanzscoresize or bicubicresize first.

You should convert to 352x480 or to 704x480. Both are valid DVD resolutions.
