These are the steps I use to make a VCD. Could I get some feedback if I am doing this right or I could change something.
1. Use ATI TV tuner to save a tv show at mpg1 352x240 ntsc (525) 1.05mb/sec audio at 44.100khz, 16 bit stero.
2. Use TMPGEnc mpg tools to cut out the commercials and saveing the clips as simp1. simp2.mpg etc. Then I add all the clips and hit Run. This makes a new MPG1 without the commercials.
3. Useing TMPGEnc I select the new mpg1 and in settings select VCD from the last menu and put image quality to highest. Hit start and it takes about 45 min to encode 25 min mpg into VCD.
4. Then useing Nero 5.5 I select the VCD wizard and pull this new file in.
5. Burn the vcd.
Questions
1. Sometimes the audio is not sync by a few seconds..any way to fix?
2. If the tv tuner saves it in vcd standard is there a way to cut out commercials without re encoding it with TMPEnc?

You don't need to reencode the MPEG, the split file function should work straight away.

i might have your answer. in TMPGE when you cut the comercials out, make sure that the upper setting is at videoCD and not automatic. i left mine on automatic without even noticing it and my VCD's were not correct. set this before you cut and join. i had the same problem and this solved it for me.

In your second step where you cut out the commercials and save to seperate mpeg's, demultiplex then multiplex the saved mpeg's prior to combining.
Like Shabubu said, it sounds like your capturing a VCD compliant stream in the first place, so you don't need to encode it again. Just make sure you select the proper "Type" from the menu before you load the files to cut.
