organizing pictures on VCD

I am wanting to make a picture VCD. On Nero I can make a menu, but it won't let me organize the pictures into categories. I am wanting the pictures to go into categories and then the menu to show a thumnail to each category. I hope you understand what I am saying.

Here is what I want, the menu page for the VCD should have the different categories that I can click on and start showing the pictures in each individual category. I would like to use NERO, but if there is a better, easier way to do it, let me know.

For a picture VCD, then VCDEasy is the best choice. With that you can do the things you want. However the picture for the menu with the thumbnails has to be done in som other program like PaintShopPro or similar ones.
