Firstly, the resolution for VCDs is 352x288 for PAL and 352x240 for NTSC.
I don't think you understand the differences between VCD1.0, 1.1 and 2.0. There is a summary of the differences in the VCDImager manual: http://www.vcdimager.org/documentation.phtml
In terms of very simple, menus, all of the following can make them: TSCV or VCDEasy (GUIs for VCDImager), WinOnCD, Videopack 4/5, VCD Toolkit, Nero 5.5 and Easy CD Creator.
If you want more complex menus and authoring:
- VCDImager (with or without a GUI)
- VCD Toolkit
- VideoPack 4/5
