MPEG-2 to MPEG-1 conversion?

I have some MPEG2 videos I'd like to cut to VCD. Are there any utilities to convert mpeg 2 to 1? Will the quality of the image suffer as a result?

Click on CONVERT, scroll down to How to convert to VCD or XVCD MPEG1...one guide says Support format: MPEG2...click on that one.

So would you go about using the same programs to go the reverse? MPEG-1 to MPEG-2 type of conversion

I had some sucess using TMPGEnc yesterday, but now I constantly get the error message

"Read error occurred at address 100060C5 of module 'DVD2AVI.vfp' with 010BD860"

What is wrong and where? I have re-downloaded and re-installed dvd2avi to no avail. I have tried several different mpeg2 formats, with the same results.

What am I doing wrong?

I am new to this lewisp I wish I could help you but I can't even seem to get the thing to go all the way through it just locks up on me.
