    can the bitrate 4 svcds b anything or does it have 2 b 2.6 or can it b any up 2 that?

    I would say anything between 1500 and 2520. Once you get much below 1500 you may as well use VCD. In fact if you want to create something better than VCD but at still low bitrates consider XVCD (vcd resolution but with non standard bitrate) At low bitrates the higher resolution of SVCD can make the video look worse than with VCD resolution.
