Neither is better. The differences are largely subjective so it depends on the person and their respective benefits are better suited for different purposes.
There have been so many posts on this you'll get the best answer just by doing a forum search. But...
CVD: can be later authored to DVD with no re-conversion of video, lower resolution means more bits per pixel so less artifacts
SVCD: Higher resolution means sharper picture and sometimes less aliasing (stair step effect on diagonal lines) at the expense of possibly more artifacts.
Compatibility is roughly the same for both. My suggestion is that you should use SVCD unless you are not going to be able to use an average bitrate of more than 2Mbits. And of course you will need to offset these numbers depending on the compressiblity of your source, ie: action movie needs more bitrate etc..
