CUE BIN STILL NOT WORKING PLEASEEEE HELP

It is still not working, i re did all of the chapters started all the way over and i still get the same message:

I have vcdimager and tscv accepts it when i choose it under settings, but it just won't create the bin! i don't know what is going on it says it is "unstable only use if you kow what your doing" i don't know what to do lease HELP!

i forgot to mention that after i added my mpeg after the second menu, i got a open file box, i did't know anything about this it said "open vfpi-avi for menu-genteration" in Martis guide, it said nothing about this open vfpi-avi so i just hit cancel could this be the reason it is not creating the bin.
