    First convert your video into a DVD compliant mpeg, try TMPGEnc and here's a guide. Depending on the resolution of your source you can use 352x240, 352x480 or 720x480 NTSC resolutions for DVD (slightly different for PAL). I expect your file to be low res so don't increase resolution.

    Depending on your source and if you're making an NTSC or PAL disc then your audio needs to be MP2, AC3 or LPCM (wav). Wav is compatible with everything so you can convert your audio to that easily with Virtualdub or Goldwave.

    Next you need to author your audio and video then burn, try TMPGEnc DVDauthor. Look in the guides, convert and also author sections for all the details.
