Hi, does anyone know of any Smoother/blurring filters, that can be added to specific areas on the picture?
I mostly do encoding to mpeg from DivX/Xvid animated movies, and sometimes these movies have artifacts around fast moving objects because of too low bitrates.
So what i would like to do is, if there is a fast moving scene i would like to apply a filter, on some areas for a period of time, and leave the rest intact to preserve a sharp picture, i have seen this in filters for removing logos.
I do resizing, filtering etc. and frameserve from virtualdub to tmpgenc

I don't know if you can apply this to a certain pert of the movie, but this is a smoothing filter that you could use:
