    Please, does someone know how to convert a wave audio file of any kind i.e.44.1k,16bit,stereo (not compressed),to a mp2 compressed audio file of the desired bitrate,i.e. 224kbps ?
    I know many converters for layer3 (mp3),but no one for layer 2.

  3. Any of the MPEG-1 encoders (e.g., TMPGEnc, Panasonic, LSX, Xing, others) will allow you to encode in MPEG-1 Layer2 audio at VCD bitrates.

    TMPGEnc's native audio encoding is poor quality. I wouldn't suggest that you use it. However, you can get a plug-in audio encoder for TMPGEnc called tooLAME. This yields excellent quality (possible the best).

    You can use tooLAME within TMPGEnc or use it directly (it is a command console proggy).

  4. You can also use SCMPX (search in google) with TMGEnc, that will do your MP2, MP3 and normalization, as well as batch processing. You can also use it as an app on it's own, which is nice.
