is there away to save the screen photo when i prize the movie for the chapter index?
if so how can i do it?

Most of the original menu screens on a DVD will be in the vob file "VTS_01_0.VOB". You should rip this with SmartRipper in file mode (or just use DVD Decrypter). Then, convert this vob file to a full frame AVI file with minimal compression.
You can then load up this AVI file with VirtualDub and copy the frames corresponding to the original menus (e.g., scene select) and incorporate them into your VCD project.

Also try to do a screenshot. If you play the dvd with WinDVD, just hit the "P" key. The screenshot will be saved as .bmp to the InterVideo directory. Did not try it with PowerDVD yet.

With PowerDVD, you can press "C" to capture the current frame to the clipboard. You can then paste to an imaging proggy (e.g., Jasc's Paint Shop Pro).
