I've got a SVCD and good subs, I add them with VirtualdubMod and TMPGEnc it works fine, but on my television the second line of subs (by long sentences) is only appear for the half (the other half is "under" the TV) so my question:
Can i put my SUBS (for svcd) a little bit higher...

Using vobsub, yes. run vobsub configure, you can change the x,y offesest and make them appear higher.
Ejoc's CVD Page:
DVDDecrypter -> DVD2AVI -> Vobsub -> AVISynth -> TMPGEnc -> VCDEasy
DVD:
DVDShrink -> RecordNow DX
Capture:
VirualDub -> AVISynth -> QuEnc -> ffmpeggui -> TMPGEnc DVD Author
