Does anyone recommend using TMPGEnc Plus to do the conversion/encoding? I read people suggesting VirtualDub, but was just wondering if TMPGEnc could also do the job since I've enjoyed using it so much. Thanks.

What's your .dat file? .dat is very "generic" but in this business, it's mostly what's found in a VCD. In that case, it's a MPG1 system stream with some additional headers, and is best turned back to a genuine mpg with VCDGear. No reencoding needed.
