Is it possible to do a professional DVD menu with the same tools that I have to do to VCD? If yes, I cant give it in a cd like I do to VCD? TSCV is a good program to do this?

1. No -- the tools for VCD authoring cannot be used for DVD.
2. No -- you cannot burn a DVD image on a CD (well, actually you can; it has been called miniDVD or cDVD but very few DVD players support such discs)
3. IMHO, no. I don't think TSCV is a particularly good program at present when it comes to authoring VCDs. It has a lot of limitations, but if you can working within those, it's not bad. Also, it's freeware and under development so you should keep an eye on it.
