I have a vcd. I wonder if converting it to svcd would improve the image quality?

No, in fact the reencoding to a higher res. would make it worse.

you already lost most of the video information in the VCD....
crap in=crap out....
you need to start with a higher quality source (i.e. DVD) and then goto SVCD...
VCD quality is much worse, so converting to SVCD will not help...you will end up having a bigger filesize, but worse quality .mpg
