I got a xvid/ac3 encode which i want to convert to dvd.

Audio works fine but i'm having troubles with the video. The video is bumbing.. the pictures isn't smooth, you see it stop for a tiny little bits.. if i encode to NTSC (or NTSC 3:2) the stops are longer then with a PAL encoding but you still notice it. so the question is how can i make the video smooth.
