A VCD standard MPEG-1 will never look as good as the original AVI. To get the best results, use as clean a source as possible and use the best quality software MPEG-1 encoders (i.e., TMPGEnc or Panasonic MPEG Encoder).
You can improve the quality of the MPEG-1 file by increasing the bitrate/framesize/or use VBR. In doing so you will be making an XVCD (i.e., non-standard VCD), however, and there is no guarantee that your disc will now work properly.
