    I want to create titles for my home videos .. is there a tool that can create custom title MPG files that I can add with TMPGen to the original video (and then burn to VCD)

    well any program than export as a bitmap , powerpoint works fine for example , swish also .

    then load said graphic file into tmpegenc and encode into mpeg ..

    you can control the lenth of the mpeg by using a dummy empty (or even some background sound) audio file of the same lenth as how long you would like the title to appear on screen ..
